From the minutesIt was recommendedthat the Bibb County Board of Education approves Budget Amendment #1 for the FY 2026 General Fund budget with a revised projected fund balance of $48,144,945. Motion made by: Ms. Myrtice Johnson Motion seconded by: Mr. James Freeman During discussion, a subsequent motion was made to table the vote until all the information was presented. Motion made by: Dr. Henry Ficklin Motion seconded by: Dr. Sundra Woodford Ms. Myrtice Johnson - No Mr. Daryl Morton - Yes Mrs. Kristin Hanlon - No Dr. Henry Ficklin - Yes Mr. Barney Hester - Not Present Dr. Sundra Woodford - Yes Mr. James Freeman - No Mrs. Lisa Garrett-Boyd -No The motion to table failed by a vote of 3 / 4. A motion was then made to amend Budget Amendment #1 by removing the $1.275 million identified District expenses reduction so that that portion can be clarified and brought back to the Board in the future. Finally, a motion was made to approve Budget Amendment #1 as amended. Motion made by: Mr. James Freeman During discussion, Dr. Ficklin proposed a substitute amendment (later clarified as a motion) which entailed identifying other streams of revenue to balance the positions and other items that were not included in the original budget. The three (3) pots of money that he specified using are: remaining funds from the Chrome Notebooks from the ESPLOST; remaining funds from the $5 million that were put in HR for substitute teachers; and funds from the unfilled positions from the first half of the year. Dr. Ficklin's motion was seconded by: Dr. Sundra Woodford Ms. Myrtice Johnson - No Mr. Daryl Morton - No Mrs. Kristin Hanlon - No Dr. Henry Ficklin - Yes Mr. Barney Hester - Not Present Dr. Sundra Woodford - Yes Mr. James Freeman - No Mrs. Lisa Garrett-Boyd -No The motion to consider these specific streams of revenue failed by a vote of 2/5. Finally, a vote was taken on Mr. Freeman's amended motion to remove the $1.275 million. After clarification, a roll call vote was taken, and the amended motion passed by a vote of 4 - 3.
